The proposal from Housing New Zealand Corporation (HNZC) was to intensify the use of the site through the construction of four 2-bedroom dwellings in the place of two 60 year old 3-bedroom houses. The proposed housing supports HNZC's Better Utilisation programme which entails the re-housing of elderly tenants who no longer require larger homes into smaller homes constructed to meet their needs. The new housing therefore needed to suit elderly customers and the site laid out to encourage and facilitate and environment of communal support. The designs use contemporary-modern forms, allowing the simple well planned interiors to read on the exterior of each unit. The site is laid out to include stand-alone units, with off-street parking for one car, an outdoor living area that receives good day/afternoon sun, without compromising any other units privacy or aspect. While 2 of the single-level units are identical, the forms of the other 2 units vary with the corner unit significantly different to adress its location on site. We note that in order to avoid a resource consent application for breaches in site coverage and daylight control planes we have had to locate units well, restrict the site sizes and carport roof length for each unit.
