Properties affected by consenting concerns

Following findings that an engineering technologist submitted false documents relating to more than 1000 properties to 42 councils, Engineering New Zealand Te Ao Rangahau is now advising councils to scrutinise the associated building designs.

It is alleged that Jonathan Beau (JB) Hall, Taupō-based director of Kodiak Consulting, submitted falsely signed documents, including producer statements. The documents provide assurance to councils that designs meet Building Code and consenting requirements when signed by a Chartered Professional Engineer. Hall, who is not a Chartered Professional Engineer, used others’ identities and credentials when signing the documents.

“Our advice to councils now is to look at all designs in which Mr Hall has been involved, regardless of the sign-off process,” says Dr Richard Temple, Engineering New Zealand’s Chief Executive.

Engineering New Zealand Te Ao Rangahau is working with councils and keeping the Ministry of Business, Innovation and Employment (MBIE) informed on the evolving issue. The organisation is encouraging engineers to use and share the evaluation tool and statement of professional opinion on its website, and is regularly updating information for engineers, councils, architects, owners of impacted properties, and the public here.
